The largest settlement sits half-submerged. The Rougarou — an Afro-Caribbean syndicate practicing data-Vodou — dominates smuggling networks. Their rivals, the Cottonmouths and Copperheads, contest territory through violence and commerce.

The Wake

Digital purgatory is strongest here. Dead signals carry emotional weight. Divers encounter the past literally: moments of loss, love, and terror that belonged to people who are gone. SERAPH-9 and AML-K both have strong presence, creating terrible tension.
