NSL’s most orderly facade. Wide streets, coordinated lighting, institutional efficiency. Everything in the Arch Quarter works perfectly — and that’s the first sign that something is deeply wrong.
Surface and Underground
The Arch Quarter presents a surface of business parks, government offices, and manicured public spaces. The Lumen Institute — a research facility with connections deeper than anyone admits — dominates the district’s institutional landscape. But the Arch Quarter’s underground is where NSL hides its most dangerous secrets. Ten sections of BookBuilder content cover what’s beneath — the kind of material GMs should read but players should discover in play.
The Lumen Institute
Officially a research facility. Unofficially, the Lumen Institute’s connections reach into every power structure in NSL. Its researchers study the Mesh layers with equipment that shouldn’t exist outside corporate labs. Its basement levels are restricted. Its funding sources are classified. And it employs people who ask very specific questions about very specific AIs.
GM Note: The Arch Quarter Underground is one of NSL’s biggest secrets. The full city guide covers it in 10 dedicated sections. Use it as the payoff for a campaign arc, not a first-session reveal.
Session Hooks
→ A Lumen Institute researcher contacts the crew through a dead drop. They want extraction — tonight — and they won’t say why
→ A maintenance worker in the Arch Quarter found a door that isn’t on any building schematic. It’s warm to the touch
→ Corporate auditors are arriving to inspect the Institute. Someone inside needs files destroyed before they’re found
